We’re familiar with these laws, but somebody else may not be.
Moreover, local companies know where to get materials, equipment, and labor. Bringing in somebody from outside means that they need to spend additional time assembling teams, finding the stuff that they need, and just getting prepared to do the job, while local businesses can draw on the infrastructure they’ve established to get right to work.
